5-YEAR PERFORMANCE-BASED CONTRACT

CONSULTING AUDIT MANAGER

REF: NM/4249/2012/CJ

Total remuneration package: R828 511 p.a. negotiable

 

The successful candidate will effectively assist Parliament to improve governance, operations, risk management and control and promoting and ensuring corporate accountability by assisting the Accounting Officer in meeting his/her statutory responsibility of good financial management and secondly, by ensuring compliance to legislation.

Requirements:

  • Bachelors and/or Honours Degree in Business Management/Economic Sciences/IT/Commerce/Accounting and Auditing/Public Administration and/or Political Science
  • any Institute of Internal Audit (IIA) professional qualification (i.e. CIA, CGAP, CFSA, CCSA, CAISA, CEA)
  • articles are desirable if experience is not sufficient
  • 10 to 12 years’ experience in Internal Auditing of which 5 years should have been in a managerial capacity in an Auditing field.

 

Skills requirements include:

  • working knowledge of Parliament, Government and the Public Sector
  • information management (collecting and assimilating data, synthesising info)

  • functional expertise (IT Security and Finance)
  • strategic and risk management planning and principles
  • people management, including building and managing relationships
  • project management principles
  • corporate governance, controls assessments
  • understanding of general business principles and practices
  • designing and implementing policies and procedures
  • fraud investigation ethics
  • criminal methodology
  • interpretation of legislation
  • understanding and knowledge of the structure and communication networks, organisational philosophy, policies and procedures within Parliament
  • understanding of the kind report and the organisations systems of corporate governance, climate and culture
  • understanding of the relationship between business risk and management/corporate objectives as well as the need for types of management controls
  • knowledge of auditors responsibility for fraud and common indicators of fraud
  • understanding of the history and background of internal auditing and the differences between internal and external audit
  • knowledge of IAA Inc. standards
  • knowledge of the ethical standards and IIA Inc. ethics standards required for internal auditors
  • understanding of modern audit techniques, statistical sampling qualitative methods, such as regression analysis and linear programming
  • understanding of the types of audit tests – viz (compliance and substantive) the purpose of, and methods for, sample selection
  • understanding of financial issues including investment theory, types of financing and cost of capital
  • knowledge of financial procedures and systems
  • understanding of issues relating to computer audit, including risks and threats facing Parliament as a result of increasing automation, general and application controls
  • knowledge and understanding of the nature and theory of management
  • awareness of the role of technology and its impact on Parliament’s business and subsidiary activities.

Remuneration comprises a cost-to-company package, which incorporates all the large-company benefits. The Parliamentary Services Administration promotes and applies the principles of affirmative action and equal opportunity. Successful candidates will be expected to sign a performance contract.
