The Nkonkobe Local Municipality is a Category B Municipality, established in terms of the Municipal Structures Act. It has its administrative seat in Fort Beaufort and its Council seat in Alice. The Nkonkobe Municipality comprises the historic towns of Alice (home of University of Fort Hare), Fort Beaufort, Hogsback, Middledrift, Debe Nek, Seymour and Balfour. Nkonkobe Municipality falls under the Amatole District Municipality in the province of the Eastern Cape.

ENGINEERING MANAGER - RE-ADVERTISEMENT
(Five-year performance-based contract)

Minimum requirements:

  • A Degree in Civil Engineering or equivalent with a minimum of 3 years’ experience in managing infrastructure related projects
  • Knowledge of Integrated Development Plan and legislations related to the field
  • Good communication, interpersonal and negotiation skills
  • Working experience in both urban and rural areas
  • An innovative, self-driven, articulate individual who can represent the various towns of Nkonkobe Municipality at the highest national level
  • Registration with a professional body or in the process of obtaining such registration will be a requirement
  • Understanding of Local Government legislation
  • Understanding of service delivery imperative at a Local Government sphere
  • Proven knowledge of, as well as experience and skills in, all the technical aspects that are pertinent to the service delivery initiatives
  • Sound technical knowledge with regard to project management
  • Knowledge of as well as experience and skill in: Strategic leadership and management; Strategic budgeting, financial and performance management; Governance; Ethics and values; Financial and performance management reporting; Risk and change management; Legislation and policy development and implementation; The development of partnerships and management of stakeholder relations; Effective leadership in Municipal Supply Chain Management and all aspects of project management.


Key performance areas:

  • Ensure the effective leadership and motivation of the Engineering Division
  • Implement, control, monitor and evaluate approved MIG projects
  • Provide technical support for identified projects
  • Manage cash-flow and committed project expenditure
  • Carry out the financial administration of projects by undertaking payment verification of projects claims, including visits
  • Prepare projects reports for the Municipality’s Committees
  • Manage formulation of policies and administrative procedure relevant to the department
  • Determine various service delivery strategies
  • Ensure the availability, reliability and quality of respective Engineering Services
  • Participate in and demonstrate understanding of the IDP and community consultation process
  • Obtain the right results and standards of performance in collaboration with Senior Management, with regards to Service Delivery
  • Revise the Integrated Development Plan, as well as the Service Delivery and Budget Implementation Plan
  • Carry out monitoring and performance evaluation, financial management and implementation, as well as all other relevant requirements as demanded by legislation governing Local Government (including all other relevant matters that are prescribed for implementation and management by the Local Government Systems Act and the Local Government Structures Act.


Note: The incumbent will be appointed in terms of Section 56 and Section 57 of the Municipal Systems Act and will report directly to the Municipal Manager of Nkonkobe Municipality.
